John Healey has offered a vision, but an energy shock will mean households and businesses need to be offered help in the budget In his first speech to Labour party conference as chancellor, John Healey offered prudence with a purpose in a speech stylistically redolent of his former boss Gordon Brown. Mr Healey made fiscal credibility the condition for his goal of turbocharging apprenticeships for young people, funding for unions to reskill workers and spending on defence to create manufacturing jobs. The speech’s imagery was canny: miners, shipyards and submarines give “reindustrialisation” a recognisable Labour history. He also faced the future with a clever line about British workers “harnessing AI, not being outrun by it”. His message was that the “politics of hope” will be earned through “fiscal discipline, good work and through strong industries”. The new Labour chancellor sounded like New Labour when he claimed that it was “not progressive to allow a bigger and bigger benefits bill”. What was lacking was a plan for care work, public services and the energy transition. Mr Healey clearly has a story about the supply of properly trained workers and another one about revitalising industry, but he offered little explanation of how enough good jobs will be created across the wider economy. Here in Liverpool, the PM’s ambition for the party – and the country – is evident. There should be no complacency, but also no fear His ambition is big enough to see from space as he promises the “ biggest change to Britain in 40 years ”. Andy Burnham pledges what no prime minister until now has dared to, breaking the long spell of Thatcherism. Her sham monopoly markets in public services have crashed. The chancellor, John Healey, promises a “new age of industrialisation ”, breaking with her era of industrial desertification. The social care system she blew into disconnected privatised fragments will become a national care service. Something new is waiting to be born. Things happen fast. Only a year ago, the Labour party was on its knees in despair, thunderstruck to find Nigel Farage ruling the roost so soon after its landslide win, with Reform UK 12 percentage points ahead of Labour’s dismal 22%. Farage was the most popular leader , with a 30% favourability rating, compared with Keir Starmer’s -71% . When Burnham came to Liverpool last year he had no seat, no prospect of a challenge and a numbskull national executive committee bent on barring him, his charisma wasted.
